I noticed its not common to find them at high sec. So where do ppl make them and sell it?? Is it hard to build them?

Generally I have no problem finding standard boosters in Jita. For large quantities you will need to shop around with some low sec "hubs" or an industrial 0.0 alliance being your best bet.
Note: If you buy and non synth boosters in high sec only undock in a small fast ship like an inty. Empire factions will tend to have a problem with you smuggling drugs.
