As far as french speaking is involved, I would recommend those two :

Those two often show up in google when I search for stuff, those forums are of great help !
Just a quick point on Eve-Search, you are right it is a good forum, but it is a mirror of the Eve-O forums. However it works much better for searching for stuff.
