To Clarify, the mirror in Captain’s Quarters allows you to change the cosmetics of your character, ie clothing, hair, tatoo’s etc.

It also then allows for new portraits to be done. These will initally be low res shots, which will be rendered in a much Higher resolution by CCP dependant on load at the next earliest opportunity.

Of course if you change nothing to be able to just change your portrait, but you can’t change your appearance without changing your portrait.
