    Escaping scram range is done with an afterburner, generally. Sometimes a fast ship can burn out under normal engine power. Scrams will max out at 9-13km (with 9 being the norm). If you’re in a fast ship, you’re counting on the ability to break 9km. In a slow ship, you’re counting on your ability to make the enemy tackle decide IT wants to break range.

    WCS is used for some PVP fits, but do keep in mind that it seriously ruins your targeting abilities. (It’s like hitting yourself with a sensor damp.)

    That said, disco fit (all smartbombs – which require no locking of a target) will often be fit with 6-7 WCS. I’ve also seen a griefer scorpion fit with WCS. The guy would challenge people to 1v1, and if it went south he’d simply slip their point and be gone.
