Let's say you scan down a mission runner with the intention to ninja salvage his wrecks.
If you have another pilot warp to you and destroy your ship. This pilot would not be in your corp, and would get killed by CONCORD. You then proceed to and then abandon "all near by wrecks".
Will this make the mission runners wrecks also abandoned thus enabling you to take loot without aggression countdown? Or will it just abandon your wreck?

You can only abandon wrecks belonging to you or your fleet members.

Yep, like they've said, it would only abandon your own wrecks or those of people you are fleeted with.

The option "Abandon all near by wrecks" only applies to wrecks you own. In the described scenario; only the wreck of your own ship. The NPC wrecks killed by the ratting player would all still belong to him. To my knowledge there is nothing you can do to remove another players ownership of a wreck in this manner. He would have to abandon them in his own EVE client as far as I know.
