3rd party plug-ins aren't allowed.
But you can get stand-alone applications using EVE API or reading EVE's cache files. The later feature has been recently officially allowed and might lead to some new useful applications since it allows having up-to-date in-game data (API does have some limitations on how often you can get something new from it).
There are some great add-ons that use the API such as EVEmon and EFT. 'Addons' that intercept or replace the client code are not allowed.
In essence if you automate actions so you can go play Starcraft II you are breaking the EULA and the spirit of the game.
If you sit and stare at the 'work' screen while mining ice on the 'home' screen on your desk that is completely different as you are still in command of the client.
Adding some more details regarding "addons" : macro keyboards (such as logitech G15) are allowed (see CCP's comment on G11 link text).
Still, you don't want stuff to happen by itself, as such you should always be the one pressing buttons to make things happen ;)

Eve Chat Watch - Keeps track of all your chat windows so you can cause it to alert you if a certain criteria comes up, like someone typing your name.
There are many others, but these are the ones I use (although EveHQ does all the work that EveMon and EFT can do.)
