I was wondering if there was any software or site that collected statistics about planets, had a function where optimal infrastructure could be planned, had a function to calculate potential profit from different planets or versus processing levels or other interesting and useful data and functions. That didn't break the EULA.

I know of this collection of links, but nothing that handles the financial side yet. However, one of the links on that page is a five part discussion about the economics of PI so maybe you'll find that enlightening.
