Arrays and towers

Why is there not a player owned array or tower that includes having jump clone capabilities? You can put one in a station and even on a ship, then why not in an array or a tower?

Most likely balancing reasons. As it is the POSs are very powerful if properly set up. Many of the JC abilities have been cut back, as motherships used to have them. With JC abilities in the POSs a fleet could be assembled in any of a number of key systems almost immediately, this would negate attack efforts. Having the JCs in outposts allows members to jump out and fight or work on whatever else, but not to jump immediately to the battlefield.

You can upgrade a player outpost with medical facilities where you can install jump clones. Inside a POS, a rorqual is your only option for jump clones (as long as you are not inside a wormhole).
