can a bomb kill a frig-sized ship or not?

A Corpmate told me recently, he was killed by one bomb; sitting still near a jump bridge with a cloaked CovOps.
As far as I know a frig cannot be killed by one bomb if not MWDing because of it´s low sig-radius. A bombs basedamage is 6.400, its explosionradius is 400 m (area of effekt 15km). Anything within 15km of explosion will receive some dmg calculated similar to misseldamage (not counting speed) So a bomb should do about 10% of the basedamage to a ship with sigradius 40m. include the resist of the CovOps one bomb shouldnt instapop it. I know that there are already some more or less old discussions; but with contradictory statements. Can someone confirm?

The damage formula for bombs is:

Damage = Bomb Damage x min ( (ship sig / bomb explosion radius) , 1)

A bomb launched with lvl 5 CovOps skill does 8000 damage (6400 is the base damage). This means that one bomb deals 1000 damage to a ship with signature radius 50 (Helios). This should not be enough to kill it unless it is damaged or MWDing.

bombs can destroy a covops if it's at a standstill. why is unknown.

Speed is irrelevant. Signature radius is the only relevant factor in the equation

I can confirm that a t1 frigate can survive 2 bombs in most cases. 3 if you have a damage control fitted. Since a covops is a t2 ship, and the higher ehp that entails, I'm certain your corpmate probably forgot to turn off his mwd. Note that you still get the 500% sig radius penalty for a mwd as long as it is active, even if you are sitting still.
