question says it all basically... I want to upgrade one of my planets to a new (higher) command center, but it seems like you cannot do so without cleaning up every single structure on it (which is costy).
Is there some interface trick I couldn't figure out yet ?

Answering my own question with "fresh" news ;) Latests devblogs talk about the future of planetary interaction. CCP plans to change a few things, including.... tadaaaaa :
· Upgradable Command Centers will allow players to increase and decrease the CPU/Power capabilities of their colony without having to tear it all down (existing undeployed command centers will be migrated to the new system).
Good news indeed but sounds like it’s too late for any lower rank centres already deployed.
Didn’t try PI for a long time, can anyone confirm we can now upgrade / downgrade command centers ?

Nope, you've got to destroy everything. Make sure you launch all your stuff first :)

No you can not upgrade the command center. You have to destroy everything and then deploy another one.

Put in a petition and see if this can be changed. I'll bet it can be and should be.
