If you attack but don't destroy the ship and leave for example, can you come back 3 days later and re-attack without concord response ?

Yes you can... A killright doesn't expire until you have "killed" your target (ie: taken out his ship... Any pod-killing results in a concordokkening)
Also remember that killrights will expire in a month if sweet revenge isn't taken during the grace period...
