Is it possible to allow alliance usage to a single hanger array for alliance members to put and take stuff.

Not as far as I know. The work around is let them in the POS (check the allow alliance use option), then drop a container and drop the goods in there.
This is mainly due to the fact that the corp hangars inherit the corp hangar permissions, no where to set alliance permissions on them. Maybe one day :P
