If I scan down someone in a deadspace complex and open fire on them, will CONCORD come and kill me? This is assuming I'm not in a low-sec or null-sec system, of course.

Yes, in highsec, regardless, CONCORD will shoot you if you open fire on a player.

There are only two ways to do this in High-sec:
a) Have an open war-dec with the corp that the pilot is in (as long as they are not in a NPC corp)
b) Become a Ninja Salvager - warp into their deadspace and start taking loot from the wrecks - this will give you a Criminal countdown in which the other person can legally start shooting you - once that happens, you are free to start shooting back.
The trick with B is to take a ship that doesn't look a threat but you know can easily take the other ship out while under fire from NPC's.

In High-sec, CONCORD will come for you regardless. Get yourself flagged by taking loot from their wrecks then hope they get mad enough at you to fire on you. Once they've taken a shot on you, they should go all red (TO YOU) - dock up, switch ships and come out to them ....you did bookmark the wreck right?
