Do our characters still accumulate skill points during down time?
If yes, can skill trainings be completed during down time and is the next skill in the queue started?

Yes, your skill training continues during down time. New skills from the skill queue can be started during down time as well.
In the days before the skill queue you had to make sure your current skill didn't end during down time since you couldn't log on to change it. But today you just need to make sure your skill queue is filled.
