Does that mean that if I train both there will be a stacking effect on the amount of LP that I get per mission?

The loyalty point related skills are one of the few that actually stack additively as opposed to the usual multiplicative percentage stacking.
If you train both divisional related loyalty point skills to level 5, you'll get a bonus of 50% extra loyalty points.
For example, 1.25+1.25=1.5 (50% bonus) instead of 1.25*1.25=1.5625 (56.25% bonus).

Yes, they do stack with both Command and Security agents, so train that LP goodness up!

The Incursion 1.5 patch is removing these skills, and replacing them with a single skill: Security Connections with 10% LP bonus/level. Devblog

Yes, each skill adds 5% per level, and combined they each separately modify the original LP result. That is, as Rash demonstrates in his formula, unfortunately the percentage increase isn't cumulative.
(Base LP +25% + 25%), rather than (Base LP + 25%) +25%
You could think of the two combined, as one skill, going up to lvl X, I guess, with each giving an extra 5% to your reward.
Train both to lvl I, you'll get base LP + 10%, to lvl III, you'll get base LP +30%, train then both to lvl V (go 'arn, you know it's worth it), and you'll get Base LP plus 50%. Huzzah!
