If I assign my fighter to a fleet member how far can he send them? Carriers have 200% bonus to fighter control range. Does that mean that the person I assign fighters to send them against enemies up to 2xcarrier pilot normal drones control range? Or 2xPerson assigned normal drone control range? Or just person assigned drone control range.

I can confirm that the only restrictions on assigned fighters attack is the locking range of the asigned craft.
A Corp mate's hurricane has a lock range of 70km and his drone skills allow for 40km, he can have 5 of my fighters ( due to him having Drones V) and he can send them on targets up to 70km away.
I believe if he has drones IV though I could only give him 4 fighters. A single ship can't have more than 5 fighters I believe. Also No drone bay is required, as Tengu's can have 5 fighters, even when not configured with a drone bay.
Link Augmentors only effect the carriers control range for drones, not assigned fighters.
Also as fighters can warp it's kind of silly that they would have a hard limit on travel distance, I would guess therefore that as long as the carrier can lock something up the fighters would also attack for the carrier.
Lastly, When I hand out Fighters my carrier is off grid at a safespot aligned to a POS. Your carrier does not need to be on grid to assign fighters, just in fleet.
(Going inside a forcefield recalls the fighters best case, cuts off link at worse, encase you wonder why not just sit in a pos)
Also cloaking is bad, do not cloak up at a safe as you will lose fighter connection!
Of course if it is on grid it could take aggro, so it's a trade off.
Both Carriers and Fighters are unable to activate acceleration gates though unfortunatley.
Just to add and reiterate, you can only assign fighters in 0.3 and lower plus you cannot assign fighters whislt inside a POS' shields.
