Once you have reached Targeting V you can train Multitasking which is a continuation of the Targeting skill for a maximum number of 11 targets (without modules) Though as was previously mentioned, your ship's max allowable targets is a limiting factor in judging the priority in which one would train further into Targeting skills. No sense in being able to target 11 things when your ship only allows 5.

You’re off by one. All pilots can target 2 base.

Train the targeting skill (under electronics) * +1 extra target per skill level, up to the ship's maximum allowed number of targets locked.

Ship modules that increase the number of lockable targets: Signal Amplifier (low power slot) or Auto Targeting System (high power slot)

All characters start with the ability to lock two targets.

The Targeting skill, a tier 1 skill that only requires electronics 1 to learn, gives you +1 lockable target per skill level.

If you have maxed out your targeting skill (V), so that you can lock 7 targets, you can learn multitasking, giving you upto 5 more lockable targets, for a total of 12.

At any given time the maximum number of lockable targets is the lessor of your skill and your ships targeting ability. For example a Rifter can lock no more than 4 targets, while Scimitar can lock 10.

There is only one module that increase the number of targets that can be locked: automated targeting systems. They will only lock onto hostile targets, and as I understand, the pilot has no control over what they do target.

The only skill that you can train is Targeting, each rank allows you to lock onto one more maximum target in addition to the one target you get by default. (EG with targeting 5 you can lock 6 targets)

Also Signal amplifiers allow you to lock 1-2 more targets and also extend your lock on range. They fit in the low slots and use 1 power and 20+ CPU.

Auto Targeting Systems fit into high slots and provide from 2-3 more targets. The catch is they have their own targeting range irregardless of your ship and cost capacitor to run. Also you do not control what ship it targets, it picks out one at random.
