In various screen shots on the web and in previous AT videos, the locked targets appear in different places on the screen. Mine however are stuck in the default location along the top edge of the screen and the first one gets overlapped by the overview.
How can I move them into a position where they don't conflict with anything else?

There is a small, almost invisible, cross in the upper right corner of where the targets appear. You will probably have to move or minimize your overview to see it.

If you left click on the cross you can drag it to a new location. You can also right click it to set it to display the targets vertically instead of horizontally.
This really is one of those things you can go years without figuring out :) EVE is full of small undiscovered features like that…
