Is it possible to reduce the time taken to train a certain skill? If so, how do I proceed?

Neural remappings.
Use EVEMon, create a skill queue of >365 days, tell it to optimize learning skills, tell you your optimal neural mappings, and buy the most expensive implants you can afford.

When doing a remap consult with evemon and make a training plan that will best use the remap. If your going to remap into perception, gunskills and ship skills will benefit greatly, other than that t1 learning skills to 5 and t2 learning skills to 4 will work the best. If you want to try the t2 to 5 you can but you won't see much return until your 3-4 year of playing. Also Prefect has it right implants great booster for high sec but expensive if your in low or null and get popped a lot.

Remember time can never be reversed, and training is always connected to time. Spending time learning "learning skills" will benefit your training forever and ever. So if you are sure that EVE is your game, it´s always an good idea to get these skills high early.
As long as you are not going into 0.0 investing in attribute implants is also a very good idea.
BTW don't use your re-map too early, it will take some time before you know the game enough to be sure of the correct attribute setup

when u are new u have 100% bonus speed. in that time lev up learnings all of them before the limit of bonus finish. plug all implants u find and buy the +4 asap u can buy them. learnings and implants reduce alot ur skill time!!

Yes, by training the learning skills that apply to the primary and secondary attributes of that skill, or by adding implants this will shorten all training for those skills

The only way how you can "shorten" the skill time, is to have your attributes remapped to ideally reflect the needs of the skills you have planned. Your main attributes are also raised by the learning skills, so having those also speeds up your skilling.

Optimizing your learning curve is certainly cool ! Eve Mon will help you doing that for sure !
BUT; this also can be a bit depressing as a newcomer, because learnings don't offer much to the new player.
Maximizing learning speed is a burden to new players, because you will not be able to fly new ships, use better weapons and so on.
I suggest you do it 50 / 50, so that you shorten learning time but you still keep the game fun for you !
EvE is already difficult and paifull when you first start it. You don't want to make it anymore of a pain in the a$$ :)
