When it is said that energy vampires won't drain cap unless the user's cap is below the target's cap, is that talking about an absolute value or percentage based?

I think it would have to be percentage or else a frigs vamps would always work on a BS and a BS's would never work on a frig (except under rare circumstances).
Consider if it were based on absolute value: Ishkur with a full rack of vamps and two armor reppers would be unstoppable against anything larger while still dealing potentially enough dmg to take them down.
