Some thoughts:
I don’t use twitter at all, but there is a community on there for Eve Bloggers. Can we piggy-back STC onto the #tweetfleet and publish highly rated questions/answers every week or so?
Yeah good point DarinaS. Once a questions becomes ‘popular’ it triggers a tweet: what is DPS? see answers on STC http://is.gd/123
Pdcasts is a great idea. I’m sure the Planet Risk guys would give us a shout-out etc.
I propose that we try tweeting questions we feel need attention to the #tweetfleet.

I tried it on a different computer, without any wiki login details, and the page displayed for me. Have you tried again recently?
Several Blogs have quite an audience - however - Eve University has thousands of people who go through each year...
Getting a post there about your site would generate a lot of traffic (I imagine...)
If we have a resident (out-of-character) blogger or two as regular contributors, then a plug or two on their blogs will do wonders for the site's readership.
Also, a weekly/monthly summary post to the forums of Eve-O, BattleClinic.com and Scrapheap-Challenge.com would bring STC to the attention of a lot of Eve pilots. We just need to make sure we do not repeat the same information more than once on the same site as that might be interpreted as spamming.
I’ve posted on Eve-O forums as well as Scrapheap-Challenge (where I was rightly chided for making my first post a plug). Anyone who is an existing member of any of these communities, I highly recommend posting there and letting those people know about STC.
For those interested in the meta-side of STC I suggest reading up on StackExchange (the software/service we run on) as well as the coming changes to said service. I'm all in favor of converting STC to a community run site so you can see the initial proposal.
The proposal on meta.stackexchange.com should be promoted at the same time as this site, I believe.
A mention in one or two high profile eve blogs would help a lot. Also questions that are answered by a summary and/or a link to a forum post/dev blog etc should be discouraged. This adds nothing to the site and means that people coming to the site to find an answer to a question leave again immediately and hence won't hang around to answer questions/get involved.
Ask several well known players, corps or alliances--especially training corporations and alliances--to endorse the site by putting links in their profiles. That may bring in more people who don't necessarily read all the blogs and forums out there.
