Do energy destabilizers and energy vampires drain all the energy at once or during the whole cycle? And if so is it in the beginning of the cycle or the end?

All at once, on activation. Just like projectile guns.
How does neutralizers etc. drain energy, all at once or over time?

not so sure about this, I think it is all at once, when I have been neuted it seems to happen in chuncks rather than steadily.
Experience therefore suggests, it is at one particular point in the cycle, just like guns, however this could easily be wrong and I would be open to corrections.
