How to pass EXECUTOR role to another corporation in alliance?

This is currently bugged. Even if 50% or more of the corps in an alliance choose another corp, it will not go into effect. Once the vote is in place, file a petition and a GM will make the transition for you.

All the other Corps (well more than 50% of them) have to declare support. To do that the CEO (or a director possibly?) goes to the Alliance tab and declares support for the new Corp from there.
