Should you train through the basic levels then move up, or should you run through a line up to complete?

Strictly as you ask the question I would run through some basic levels first as a well rounded and useful character needs a wide range of skills. For example you need some engineering skills for shield, powergrid and capacitor stuff; electronics for CPU, targeting; mechanic for armour/hull; plus of course spaceship command and gunnery/missiles/drones as applicable. Concentrate on the core certs first as these skills are essential for good fitting of ships and a good basis to work from.
However, taking a step back from your question I would not follow the certs at all, at least not to begin with. for starters you need to think about learning skills if you intend to play the game for a while. It isn't wrong to just grab the skills you need for what takes your fancy at the start - this way you will find out what you like to play with and how you like to play it.

It is a little outdated in terms of not including the latest skills but these shouldn't be of much concern to you right now. There are also many other good articles on skills that you should hunt around for.
I tend to treat certs as an indicator of what I may be lacking in a certain area rather than a guide to follow but of course there are others that would disagree with that.
One of the beauties of EVE is there isn't really a right and wrong of doing things, maybe better or not so good but it's all about having fun.
