Is it possible to produce Tech II BPOs from invention? Or is BPC’s the only result?

It is not possible. You can invent only BPCs.
Tech II BPOs were given as a result of T2 BPO lottery which was removed when invention was introduced.
As far as I know, there were 20 BPOs of each t2 ship type (only those which existed by that time, i.e. not Black Ops or Jump Freighters) and 40 of each t2 module (again, only ones that existed by that time, no t2 salvagers). Of those BPOs some were lost in different ways, the rest still exist.
