I saw some bpc at contract which have “-1 me -1pe 3 run”
as long as i know even you use max run rig blueprint with +3 me +3 pe modifier decryptor, you can only have “-1 me -1 pe 1 run” bpc

This is not much of an answer but…
Number of runs on t2 bpc’s for ships and rigs are calculated bit differently compared to other t2 stuff.

Also, number of runs on this bpc seems to be surprise for inventor himself.. (read ‘info by issuer’ in that contract) :–)
