Is it bad for a shield tank to max out Tactical Shield Manipulation to 5?

I've heard that shields have less regen at 0, than say at 5 or 10% So does it make sense to hold Tactical Shield Manipulation to 3 or 4? So at 10% shields you start to take armor damage, but your shields are high enough that they can still regen, but at 0% shields, your shields regen much slower so you end up taking much more damage?

Never heard of this one before; I would want to see evidence of this actually being the case. Regardless, I think the only question is whether you want to spend the 20+ days training level 5 for this sucker, when the only thing you really get is a couple of Elite certificates. I am leaving mine at 4 'till I hear differently. =)

I’ve trained it to IV and have far better plans currently besides training this bugger to V.

I have it at 5, and have for a while (never heard about the bug), but I suppose it really depends on what your strategy is. If you bail out at ~30%, then leave it at 4. In any case, I would probably not train it to 5 unless you want to completely max your shield skills, and then only after the bulk of the rest of the shield skills (and there are many, many of them).

Tactical Shield Manipulation dont harm your shield recharge rate. But you dont need to skil it to 5, because this skill is bugged and you got no armor damage with lvl 4 already.

Personally i dont bother training it to lvl 5. If your down to taking armor damage, there really isnt much of a difference between that last 5%, as your regen is quite low at that point anyway.

And as for shield regen, its linear(to an extent), your peak regen is betwen 24% and 30% (point of discussion around that some claiming 33%) - personally i aim for if im under 30%, GTFO if i can.
