If so, I guess a covert op ship must be very convenient if you don't want to fight. You just warp to a site cloaked, then empty the magn/radar containers, and fly home.

You can't hack a can unless the area has been cleared of hostiles.
You can't target the can while cloaked.
You can't activate any modules (codebreaker) while cloaked.
You can't open a can while cloaked.
So no. You can't just scan down a site, warp into it, hack the can, and warp out.
