Is the K162 side of a WH on grid before the other side is warped to?

Essentially, there's a bit of an argument:

I believe that the k162 side of a WH is only spawned when someone warps to, say, the N110 side, activating it and spawning a static. Other people say that the k162 side appears on grid, can be scanned down and entered without the other side being activated. Which is true?

While anything concerning wormholes is far from concrete, the prevailing answer seems to be that the non-K162 side has to be loaded on grid by a player (i.e. Warped to) in order to spawn a K162 in the next, corresponding wormhole. This effectively means that you can scan down a wormhole, bookmark it without loading it on grid and it should remain in place and won't spawn a K162. However, other WH goers might find a wormhole that spawns a K162 in your WH, provided they "activate" it by loading it on grid. K162s are only created by "activated" wormholes (Again, ones players load on grid). This can easily change, though, if CCP wants it to.

Additionally, merely initiating warp to a scanned down static wormhole is enough to ‘load’ it and spawn the corresponding K162.
