Hi, I wasn't too sure on this to I checked it out on Sisi (er after playing with the character creator and falling in love... although the wife it looked just like her so all is well).

To create shares, you need to do it through the voting system. However here there is a hard limit of 10000000 shares per vote. I setup another three votes though containing 10000000 shares without any problems.

So, there is a limit to how many shares you can create per vote, but there doesn't appear to be a limit to how many votes you can run for the creation of shares.
