I'd like to be able to access the eve item database from outside eve in order to develop some browser side app that doesn't have to download the entire db, do the t&c allow one, does anyone know of one?

There are lots of resources for that on the web: Wiki engines scraping eveonline.com data. But in the end it is safe to say that the best source remains the original one:

Now on the development side of things, there is a database export provided by CCP. You can find it here. The drawback is that you have to sync it from time to time.
