for majority, go Vaga. It does not have the broken GTFO 17 km/s it used to have, but it is the fastest t2 hac there is. The GTFO factor of the ishtar is poor. it is slow, even w/ mwd and not as agile.
I'm not saying the ISh is vulnerable, it has a better EHP and Active tank, but if it gets caught in EWAR it's over. Where as Vaga only worries about Neuts, Webs, and Scrams. However a vagabind can also take out most things that catch up to it w/ scrams.
Anything can catch an ishtar. so for the purposes of satisfying "The majority of combat situations," I would say VAGABOND.
agreed. the ishtar is a cruiser sized domi and was way more fun before the speed nerf. its still nice and powerful but its not a terribly viable solo boat. but used in small fleets as a cruise sized domi its awesome.
the vaga is something else though. its still a viable solo hit and run boat. its speed and tactics make it more useful. it can harass the enemy and dictate the engagement much more effectively.

Vaga is better. turrets > drones in most PvP situations and ishtar is a drone boat
