Can a jump freighter or black ops battleship jump using their built-in jump-drives from high security space? (Same question goes for other jump capable ships, I suppose, but it is not likely for you to have them in high sec space.)

There is no restriction on where a jump capable ship can jump from. People who fly jump freighters usually make their first jump directly from high sec when they are heading back to null sec.
Technically there is probably no restriction on where a jump capable ship can jump to either. As long as there is a cynosural field there. The limitation is that cynosural fields can't be created in high sec.
