This list all of them - I'm not exactly sure how to limit it to missions with encounters (putting in 'offering missions of type 'kill' returns only 2 agents so I know its missing something).
This is query is also useful because you can expand it out just a tad more if 4+17 was acceptable, or if 0.6 is acceptable.
Expanding this to >= 17 and 0.5 or 0.6

An alterative to Grismar's tool for structured queries is to get the static CCP dump and load it into your own database.

One bit to note in there is the adjacent count only counts adjacencies in the same region. An agent won't give a mission for another region.
