I was wondering if I was to use an implant, say "Hardwiring - Inherent Implants 'Highwall' HX-2" which gives a 5% bonus to mining yield would my bonus stack with say an Orca Pilot's maxed out mining foreman skills/Implants?

Yes, mining bonuses stack pretty much across the board.
