Mission running and faction standings in NPC 0.0

I am interested in exploring NPC null, and intend on using missions to supplement my income. Are all the missions against empire factions? is it possible to decline missions against empire, while accepting missions against pirates?

I am interested in moving to NPC null, and intend on using missions to supplement my income. I am wondering if its possible to decline certain missions against empire factions, and only accept missions against other pirate factions? I would prefer to save myself the trouble of trying to repair faction standings in the future
