Looking on Eve Mon there is the option to view a whole tranch of extra 'non-public skills'. What on earth are they, and how are they encountered in game?

These are skills for which skill books were never released to the public. Much of these skills were created by CCP devs to facilitate testing. They are not trainable by the players.
These skills are comparable to cheats that singleplayer games have (again, mostly coded to help testing). Examples of non-public skills include:
Imperial Navy Security Clearance: Fake skill that specifies the owners security clearance for Imperial Navy facilities (e.g. acceleration gates).
Mnemonics: Skill at handling skill stimulator boosters. 20% Bonus to skill booster duration per level. (Helps speed up skill training for testing).
Other non-public skills such as tax evasion, propulsion falloff, duplicating etc were implemented, but never made it into the final game, likely because of balancing issues.
The security clearance skills and the leaderships Doctrine skills came in on the Trinity patch, when FW was introduced.
I doubt any of the current non-public skills will be introduced. However, CCP introduces new skills all the time. e.g PI skills, upcoming ORE industrial skill.
True. It is great to know that it’s impossible for anyone, even day one starters, to have all the skills maxxed out. Doubtless DUST and Incursion are going to lift the bar on total game SPs even more!
