How do pirate faction LP stores work? They must be similar to the empire ones but I've been told that some items can only be obtained when the faction sends you a mail piquing your interest. What items are available(and not available) in faction LP stores?

They work entirely the same way as empire ones. The offer system you mentioned is obsolete, they don't work this way since Revelations II. Every corporation LP store and their prices may be seen there.

+1, also some pirates are hard to find stations… Mordu’s Legion has 1 station with agents.. and is the only place in the universe to get Centurion implants… that give bonus to EWAR range… wich is sad my falcon would be able to jam at 255km… max range.
