There seems to be changes on the Singularity server that are not announced in the patch notes for the latest Singularity patch on the eve website. Is there any way to find out the extended real patch notes?

I found a forum post by one of the CCP devs mentioning that they do not create proper patch notes on Sisi changes. This is because changes are made by different groups, and they don't want the hassle of writing up minor changes before an actual release.
