I've been told that I won't be able to activate my cloaking device when I'm targeted. My question is, will I be unable to cloak while someone is in the process of targeting, or only once they've established a lock? If someone is trying to lock on, but hasn't gotten a lock yet, and I hit my cloak fast enough, will I be able to cloak?

Yes you will be able to cloak while he tries to lock. But not once he did so.
The most common "trick" is to cut the ennemy's lock, by using dampers that will shorten his lock range.
Since a stealth bomber should always been from 30 to 50 km away from the battle, there are good chances that dual damping your aggressor will bring his lock range below your actual distance from him.
Lets say he can lock up to 80km, and you damp him for half his regular targeting range. Being at 41 km away from him will force him to unlock you.
It's hard to do, and often varies depending on the ennemy. Keep in mind that stealth bombers travel in packs, and damping can be cumulated ;)
correct, if u reduce target range of the targeters before or after they locked, you will not be within the target range, therefor break their lock and can cloak.
This works because if you are in a frigate, and your target is a bs/hac with much worse sensor resolution. You should be able to lock and damp him faster than he can lock you.
