Probably yes (in fact, you can make a serviceable missioning Raven with a purely T2 and named fit), but of course it depends on your skills and on what the rest of your fit looks like.
Plug in the fit and your character's skills into EFT. If you can tank around 400-500 DPS for 5 minutes or so (the time depends on the mission and on how fast you can kill off the major DPS-dealing NPC ships, which again varies with your skills, fit, etc.), you shouldn't have a problem with most level 4's.
I’ll second that a decent T2 fit can handle almost all T4s. The reason most mission runners pimp out their ships is generally not tank, but to allow them to blow through missions faster. Eg: fitting a Complex/Deadspace booster can allow a free midslot for AB or TP.
First, if you have the kind of isk to buy x-type shinies, you should be running missions in a tengu or cnr or golem. However, if you are new to running L4’s, I recommend you start with an insured t2-fit raven. That way you do not lose all your isk should you accidentally go pop.
Tanking L4’s is not a challenge if you are careful with triggers; doing decent dps and finishing them fast is. This usually means treading a fine line between tank and gank in your mission boat. To get away with a Large Shield Booster, you have to be smart:
Fit an afterburner! 100mn deadspace afterburners are reasonably priced (t2 is fine too). This reduces damage from npc torpedoes and large guns significantly. Help you get to gates faster. Orbit an acceleration gate or kite npc battleships. Don’t let blaster bs get close to you. You can do up to 400 m/s with good skills and implants.
If you have isk to burn, get some deadspace hardeners and CN large shield booster. You might be able to replace a flux coil with an additional ballistic control.
Keep full flights of light and medium drones. Kill webbing/scram frigates right away.
At least initially, use a fit with a Damage Control II. Align out if your tank looks iffy. Overheating shield hardeners can buy you an additional few seconds to align.
Angel/Guristas/Serpentis rats are easy to tank. Hold off on running Sansha/Blood Raider till you know exactly what you are doing.
No point in using deadspace/officer stuff on a 80MISK boat. You can tank Lev4-s easily with similar setup in the mid-slots:
1x Faction or T2 XL booster 2x T2 or faction SBA 1x T2 invul 2x {Mission specific hardeners}
You'll also need capacitor to support all that boosting, so get Capacitor Control Rigs x3 + 3x T2 Cap Flux Coils in the lows. Or ignore the flux coils and add BCS's in the lows, as many as you can fit to increase DPS.
And of course get your cpu, cap and shield support skills up.
A LSB fit is perfectly workable provided you don't shoot all the triggers at once or anything.
