Do resources in planetary interaction ever run out or do they just replenish after DT?

They are replenishing, but not completely. If you set up a lot of extractors and run a lot of 30-minute cycles, the output goes down. If you then leave the spot for some time it will recover. If you will be extracting using certain cycles, the extraction rate will stabilize at some point.

They never run out and don't need replenishing. You mine a cycle with an extractor, this can take a few minutes and up to 4 days depending on how you set it, and thereafter you can start another cycle immediately. Planetary resources don't pop like roids do. See this article for details on PI.
