Well as for ship look no further than an Arazu, cov ops, quite quick, quite tough, able to help in a fight with dampeners and good in a one v one again because of the damps.

If you don't fly Gallente then I guess any Force Recon is a good choice.

Scouts are usually one to two jumps ahead of a moving fleet to identify any hot systems so you are often jumping into the unknown so that others don't have to. You need to be alert at all times, afk is a no-no while on the move.

Once the fleet is in position then you'll probably be sitting by the gate of a bottleneck approaching the system where the fleet is to warn of approaching fleets.

Directional scanner skills are important as is being able to quickly identify ship types from ship names.

Know what your job is, how the FC wants it done, 1 jump ahead or 2 jumps, quickly or cautious.

Know where you should be at all times and be there. If the FC needs info about a place you should be, he will expect it straight away.

Also download Ombeys 2D EVE Maps and print out the region you live in and those around plus any routes to empire. Have these in front of you and check your route for bottlenecks, ie. where ships will have to come through a certain system to get to the fleet and corridors, which are a line of systems with no other routes off.

Also, interceptors can make excellent advance scouts, simply because they're so quick and speedy. So can stealth bombers, due to their cloaks and fast lock after uncloaking.

And yeah, know the tactics of it. You are one jump ahead, always. When the fleet is jumping into your system, you should be jumping into the next. Identifying all hostiles immediately, and knowing who you can get away with ignoring. If you're roaming low sec, knowing who is potentially hostile is important. And as mentioned, watching your scanner and local religiously.
