Stacking Penalties: 2 Modules on 1 ship vs. Same modules on 2 ships

I have a question about stacking penalties. Does it only come into play when you have 2 same type modules on 1 ship, or also come into play when you have 2 modules but on 2 different ships? For example, is it more effective to have 1 tracking disruptor on 2 different ships, or will 1 ship with 2 tracking disruptors be just as effective?

Electronic warfare effects are stacking penalized on the victim's end so two modules on one ship is the same as one module per ship on two ships.

Note that stacking penalties apply to effects and not modules so similar effects from different sources (drones, etc...) are all penalized on the same stack.

Some effects have no penalty, for example energy neutralizers and vampires.

I am not sure about ECM stacking. Each jamming source gets its own roll (with ECM strength/sensor strength chance to jam) so jammer strengths don't stack directly. I haven't seen enough numbers to see if a stacking penalty applies to jamming.

ECM is not affected by stacking at all. You have racial differences in sensor strength to contend with instead.
