Definitely yes. But as with all ships in EVE it too can be countered.

No, and you wouldn't want to. For one they are extremely slow, two they would not be able to do the dps needed to take down anything.

Definitely no.
But if you're quick about it (and crazy/wealthy enough) the rorqual makes a terrifying bait ship, there are a number of cases of people fitting them with ENORMOUS tanks, a full rack of smartbombs and full flights of drones, then waiting for some poor soul to think them an easy target.
Of course, if your attacker has any backup (or sense) you're screwed.
