All the standard boosters are easily available in Jita. But then I need them at a hisec/0.0 entry point system that is 20 jumps from Jita.
What is the most reliable way of moving between 20-40 standard boosters without getting in trouble with customs? Can you make courier contracts to transport boosters?

I did a bunch of searching, and finally found a thread on scrapheap Combat Boosters with the answer. It seems that customs cannot scan inside the corp hangar of an orca. So you can stuff whatever you want inside and move through hisec as normal without issues. Multiple posters on that thread confirm this.
With a normal ship, it appears that customs often catches you after you jump into a system, often before you load grid (know this from personal experience). So cloaking, speed and agility won't help at all here.
Now if only I could actually fly an orca. But then I have friends who can :)

Easiest way is probably a covops. You can cloak and then warp faster than customs can scan you meaning you don't lose any standings etc. This works for anything illegal that you want to transport. For larger volumes a blockade runner can do the job just as well. The important part is to cloak immediately!
