My warp bar fills up half way then drops down to zero then it just keeps repeating this...so i am wondering what is happening or if it is just a glitch?

Are you in proximity to a collidable object? station, gate, asteroid? if you are, it will bounce off and try to find a way around it until you have a clear path.

Double-click in space away from the object accel-gate/stargate/rock. Try warping again when you are at least 1000m away from the object. If your aligned path leads directly into something in space, you will have to move around it first.
