If there is a member of my fleet that is cloaked can he be warped to by the other fleet members?

Yes, but you will decloak him and he will be very upset. If you want to warp to someone who is cloaked use the 'warp to at distance' function and aim for 10km off. Or find someone else to warp to.
^^^ For clarification of the above as no one seems to say, if you get within 2,000m of a cloaky ship you will decloak it. Hence why no warp to 0.
unless you want to blow he’s cover that is ^^; (you can do some mean things to your fleet members some times)
I’d go one further, never warp to anyone in fleet unless told to do so or have asked first, you can happen to land in path of scout. Scouts tend to be older more experienced players. They know the distances involved. If I have a mark for fleet I will sometimes call warp distances to FC, tackle warp to scout at 10 DD’s warp to scout at 50 (to land them at optimal combat distances from the target.) I also sometimes call a warp to at 0 when I know the time they get to that location I will be long gone, but they will be right where they need to be. Decloaking a Scout is definately uncool.
To approach this from the opposite direction, if you’re a cloaky scout make sure you’re always (if possible) moving, so that if someone does warp to you at 0 they won’t declock you. Not always possible, but useful.
