Very few. CVA and the other holder alliances in Providence were, but they no longer control the region. Even when CVA did police Provi there were plenty of roaming gangs who would go there to hunt for kills.

There is a coalition in Great Wildlands that is NRDS, but there are plenty of reds that live and hunt there, so even if one set of occupants are NRDS, that does not mean they are the only force in the area.

Because of this, even if an area is nominally NRDS, to be safe-ish you have to assume that evey non-blue is a potential hostile. The only place outside of hisec where you are mostly safe is in NBSI sovreign space where you are a blue and there are no non-blues in local. This is why most alliances are NBSI, defend their space and have intel channels to report encroaching hostiles.

And it seems CVA set people to red standing for no reason so they could shoot them.

Ushra'Khan is NRDS in all space apart from Catch and Providence as these are currently warzones. U'K officials have been mentioning that once Providence have been secured this zone will fall under the usual ROE.

"Red" usually goes beyond just overview appearance for NRDS entities. Normally mundane things like lingering on grid, buzzing around other ships, crashing a mission/plex, salvaging others' wrecks and launching combat probes can be seen as aggressive acts and result in you being attacked. Smacking in local in an NRDS area is bad and will probably get you set red.

A number of NRDS entities, including a number of CVA allies if not CVA itself, only practice NRDS in a particular area and operate as NBSI everywhere else.

It means that if you are trash talking people in the local channel in a NRDS zone, it might earn you a red status and thus you become a valid target.

Most Alliances I know of are NBSI in 0.0 and W-Space,

however as far I know the two major coalitions of alliances operate NRDS in Low-sec.... Well one side definately does the other I'm told does. :)

The biggest one I know of as said is U'K but going into Catch or Providence as a Neut at the moment is a bad idea.

I would also avoid Cloud Ring and Pure Blind as their is a pretty nasty war going on there at the moment.

The problem with Neutrals is that often they tend to be out of alliance alts/spys/hot dropper for the other alliances so are actually generally more risky to have in system than known reds, and thus they tend to be prosecuted more forcefully.
