I took on some of the new Sansha ships with some acquaintances in Sisi and was less than thrilled to see my missiles do so little damage, even after accounting for explosion velocity and signature size. Those I was flying with, using railguns, also had a hard time taking frigates out.
Have any specs been released at all? Any guesses? =)

Normal Sansha rats have EM as the lowest resist, followed by Thermal. Not sure about the new incursion rats. Kinetic damage doesn't seem to do very well against Sansha rats, so it's not surprising that railguns have problems.
Edit: So I logged on to Sisi and tried out the Sansha rats for myself. While EM damage does work, these rats have far better base resists than normal Sansha rats. Think t2-fit ships flown by actual players. AI is vastly improved, possibly better than Sleeper AI. The rats move very fast, make good use of mwd and heavy neuts, which got me killed.
I think that, with those comments is safe to say that they are least >60%… maybe even >70% from the T2-fit-like comment.
